The 2024 Le Meur Law: what changes for your furnished tourist let in Chalon-sur-Saône.

Texts read on Légifrance and service-public.fr on 18 October 2026

Law no. 2024-1039 of 19 November 2024 reshaped the rules for furnished tourist lets in France. Six changes: what applied before, what applies now, and what it means for a property in Chalon. This guide is no substitute for tax or legal advice.

Declaration and number

Before the law
A simple declaration to the town hall (cerfa 14004) for a let that is not the owner's main home; where the town had set it up, a declaration with registration and a number to show on every listing (service-public.fr, pages F2043 and F33175).
Since the law
French Tourism Code, article L324-1-1, III, in force since 20 May 2026: anyone offering a furnished tourist let must first declare it to a national online service run by the Directorate General for Enterprises (article R324-2-2), which issues a declaration number at once. The declaration states whether the property is the owner's main home, with proof.
In Chalon
Service-public.fr (pages checked on 21 May 2026) still sends owners to the town hall to find out which online service to use. The Grand Chalon tourist office asks hosts to declare their letting to the town hall of the property's commune and offers to help. Ask the town hall before publishing a listing.

Penalties

Before the law
Up to 5,000 € civil fine without the declaration with registration, up to 450 € without the simple declaration (service-public.fr, page F2043).
Since the law
Article L324-1-1, V: administrative fines imposed by the town, up to 10,000 € for failing to declare, up to 20,000 € for a false declaration or a fake number.
In Chalon
The number appears on every listing, online platforms included (service-public.fr, page F2043).

Letting your main home

Before the law
No more than 120 nights a year as a furnished tourist let.
Since the law
Article L324-1-1, IV: the town may lower the 120-day cap by a reasoned council decision, down to no fewer than 90 days.
In Chalon
The Grand Chalon tourist office gives 120 nights a year at most. Before letting your main home, ask the town hall whether a council decision has lowered the cap.

Energy performance

Before the law
No energy rating requirement specific to furnished tourist lets.
Since the law
Article L324-2-2 of the Tourism Code, applicable from 1 January 2034: a furnished tourist let must meet the energy levels of a decent home, that is ratings A to D at that date (article 6 of the law of 6 July 1989), unless it is the owner's main home; the mayor may then ask for the DPE, to be sent within two months. Where the town makes change of use subject to authorisation, that authorisation already requires a DPE rated A to E, then A to D from 2034 (article L631-10 of the Construction and Housing Code).
In Chalon
In the town, 1,374 of the 14,104 assessments in the ADEME database are rated F or G. The ADEME figures.

Taxation (micro-BIC regime)

Before the law
2024 receipts, which article 7 of the law leaves under the former rules: unclassified furnished tourist let, 50% standard deduction up to 77,700 € of receipts; classified (star-rated), 71% up to 188,700 €.
Since the law
Receipts from 1 January 2025 (article 7): unclassified, 30% deduction up to 15,000 € of receipts; classified, 50% up to 77,700 € for 2025 receipts. The actual-expenses regime applies once the ceiling is exceeded two calendar years in a row.
In Chalon
For 2026 receipts, the ceiling for classified lets rises to 83,600 €, still with a 50% deduction; the 15,000 € ceiling for unclassified lets stays, as the law leaves it out of the three-yearly update (French Tax Code, article 50-0; service-public.fr, page F32744).

Co-owned buildings

Before the law
Banning furnished tourist lets in practice required a unanimous vote of the co-owners.
Since the law
A building whose rules already ban commercial activity in the units may ban furnished tourist lets by a two-thirds majority.
In Chalon
Read the building's co-ownership rules before putting a flat on short-term let.
